Things need to be fixed in a specific order.
We've got so much long distance commuting now that we CAN'T just ramp the trams up. The nature of their design means that they cause quite a bit of congestion and while it'd be nice to have people using those trams instead of their cars when you have people commuting from significantly further out than the tram lines reach and a complete lack of proper tram terminals (with sufficient parking etc.) at the ends of those lines there isn't really any way to get those car drivers converted into PT users.
Like it or not, Melbourne's roads flowing freely are a BIG priority simply because even if we start extending the rail network today it won't be finished for years.
Once the network has been expanded though I'm all for the ramping up of trams again.
I think our problem is that we have an arterial based PT system and we're getting to the point now where we really need a hub-and-spoke based design.
