The barrier is basically a 1ft square by about 2 ft tall block of wood. It's actually two pieces, padlocked together on top and built into the ground pretty firmly. They're hinged, and when you unlock the padlock they fold down to either side to let maintenance vehicles through. This obviously requires about 8 inches of ground clearance for the vehicle, which could be problematic for some of you. Generally, being forest preserves, the rest is quite thick forest. It's not fenced in and is open to the public, but motorized vehicles are illegal unless authorized, and there's not really much of a way in aside from using bolt cutters to cut the lock.
Depending on the type of forest preserve, there probably is public parking for people who come to jog around and shit. There would be an entrance to the track itself from that parking lot, and probably a few others around as well, but they'll all have the type of barricades I talked about above. Really doubt there'd be any fences, except for maybe privacy-type fences.
