To Toyota, it's a cash cow riding on the back of the green movement (which they very accurately predicted in the mid 90s) and an opportunity to learn how to develop even better and more efficient fuel systems for the future.
To consumers it's a way to appear as supporting the green movement or simply to save a fuck load of money in the long run while having a modern econobox.
Saying the Prius is not the most cost effective way to have transport that has minimal impact on the global environment is called the Strawman fallacy.
