Those are the low end leather gloves that MSRP for like 80 bucks and went on closeout for 50 bucks recently. I'd say their worth more than 20 bucks, and the stitching and leather should be adequate. Although I said low end leather gloves, it'll probably be much better than any textile glove. It's good for those cruiser style jackets with thicker cuffs. I'd imagine it being a used glove someone bought on closeout, and I personally have issues with buying used gloves, since they are heavy wear items, unlike other pieces of gear.
For under 100 bucks, the cortech scarrab are ok gloves. Not an awful lot of protection (but then again, none of the gloves in this price point will have much protection beyond knuckle protection), but good leather and stitching. There's also the cortech injector, which is actually a higher end glove, but currently sold on closeout for much cheaper.
I'd personally would trust anything alpinestars, but there are better alternatives out there IMO.
Teknic has a few gloves in that price range which have decent protection. Although I own one of their higher end gloves (the xcelerator) and the stiching is terrible. Everything else is great though, and they work good once you actually reinforce the stitches. I probably just had bad luck though, since no one else seem to have this problem. You can probably look at the lighting glove. I think it's the cheapest glove that offer palm sliders, which are totally fucking awesome.
don't know about any other glove in that price point. bump up your budget to around 150-160 bucks and you can get some entry level race/track day gear from held (pole potion on close out or thrux), rs taichi (GP WRX), or knox (Recon) gloves.
With gloves, you really want to have them fit yo the same way when fitting a helmet. A glove with even slightly longer fingers will drive you fucking mad.
