What you need to look at is how the local authorities/campus sees "motorized bicycles", there is a good chance they're treated the same as 50cc scooters (no M endorsement or registration required, but street only). If you really do need a moped like thing, just buy a nice used bike off CL and buy a motor kit from somewhere.
TL;DR $2500 bucks is a joke, and you're a joke if you buy one.
