Most US police use wig-wags or a flasher that flashes the highbeams and tail lamps in addition too strobes in the grille and backup lamps. Marked cruisers have the lightbar, while umarked cars make due with grille lamps and rear decklid lights + hideaways.

'Show' strobes are nowhere near the brightness or intensity of actual strobes (Wheelen, etc). And most law enforcement and public safety officials don't use hideways inside the headlamps anyways.
