He determined:
1. When to hit the shutter
2. Where to stand when doing so
3. What focal length to shoot at
4. Whether or not to use flash
5. What ISO to use (I'm guessing, since I doubt that a Canon P&S like this would choose 80 in the light conditions he was in on its own)

Contrary to your apparent belief, a photographer plays a larger role in the process of taking a picture than selecting the aperture and shutter speed. Composition and timing are much, much more important than whether the camera's at f/2.8 or f/4. And even if it were all about settings, he seems to have manually chosen all of the settings that he was able--the IXUS line doesn't have manual exposure modes.

GTFO with your M-is-the-only-mode faggotry.

(That being said, I think this photo is pretty lame. But not just because it was shot in auto mode)
