Carry cards/release forms and just take their photo. If they give: O shit boy you're in for it look, hand them a card or release form and tell them how you are and why you take pictures. This usually puts off the people who would give you trouble. The book Professional Business Practices in Photography has a good legal form as well as being a decent reference, though it might be out of date with all the crap they've been passing this year.
Shooting with a look of confidence will also put most people off from bothering you as well. If you look like you think should be shooting people, people will leave you alone.
Also long lenses and well timed shooting prevents most people from noticing.
