Also, in general, I think that individual showers in the apartments is a bad idea. A communal shower/toilet room would be smarter, and reduce cost greatly.

The biology department plays a large part in funding the habitat, actually. All novel bioproducts discovered by its research teams is patented and turned over to the semi state-owned pharmaceutical company. Profits are used to further fund the university, help buy infrastructure for the habitat, and line the pockets of residents.
Mad Scientist, can you please get to work making this practical? I really really want to live in/help rule a militarized, scientific, tax haven under the sea.

It's one thing to have an undersea colony, it's an entirely separate thing to have it be financially viable. Would you rather live in a remote research habitat or a Dubai/Switzerland under the waves?

I don't think the underwater cave partially filled with water is possible. Once it's been connected to the sea the pressure will flood it, there is all of that water pushing on the entrance to the tunnel.
