What's the deal with the NBA and NHL letting teams with losing records into the playoffs?

Hell was nearly raised earlier this year when the Seahawks managed to make the playoffs with a losing record, but fans seem much more complacent and accepting of the lower quality teams in the NHL and NBA.

Personally I prefer the MLB playoff system with the pennant and wild card races.
