As for your second point, Tieflings get a +1 passive attack roll bonus against bloodied targets while dragonborn get a +1 bonus while bloodied. Not quite the same thing but your second point is fucktarded as well.

Your third point is wrong too. Githyanki get a fly encounter racial.

God I hope you are trolling, you could not be more wrong.

Why not just have them have a power that lets them fly but they must land each turn. IE: MUST land.

Pre PHB-III, this was the case; past that, races have gotten +2 to one static stat and +2 to two stats of their choice. Even PHB1 races got ret-conned for this to take effect (due to Essentials racial bonuses).

I got Flock Effect from the Kenku, from Monster Manual 2. Pic related.

I've been trying to balance it out; I plan to playtest this tomorrow with the help of a friend.

The feats, however, are very much a work in progress. Those are probably going to get changed.

They do, but mine is rather more complicated than the Githyanki power. I need to tinker with it more.

Things I'm working on:

-Feat that adds some sort of Sonic racial power; similar to Deadly Screech
-Feat that builds on Ability 2; similar to Alluring Song

I've got a dilemma here, /tg/: Should I change the +2 Wis to +2 Con? I deviated from the MM Harpies a bit (as I plan to give them a more shamanistic background), but if I go with the Monster Manual definition then +2 Charisma, +2 Dex or Con would make more sense.

One of my players wants to play a Tengu in PF. Possibly a weapon adept monk. We're using the 3e Faerun setting. Has anyone done a Tengu or a weapon adept before? how did it go?

Hmm... Guess I'll stick with the Wis then.

Also, the +2 Cha/Wis makes them pretty good Splitadins (if we go with 16/13/10/08/16/16, which gives a +3 bonus to all 3 of their major stats), which I thought was neat.

I noticed something in Take off; namely, this little line:

>You shift vertically a number of squares equal to your Dexterity modifier

The way I worded it, if you have no Dex modifier you do not shift and just gain a flight speed. Should I switch it to Dex Modifier + 1 so you at least get some air?

Another thing I noticed: Would Take Off provoke an attack of opportunity on its own (since its movement is Shift-based)? If so, does that mean IBtF's bonus (Using your Take Off ability does not provoke Attacks of Opportunity) is useless?

Or, like I said, take a page from the Scion of Arkhosia Paragon Path utility power. At-will, so making this encounter would be fine I think.

Fly a number of squares equal to your speed + whatever. You must land at the end of this movement. Far easier to write, far easier to figure out, no reliance on a stat.

Windsoul Genasi (from Forgotten Realms Player's Guide) get a similar simplified flight. Their racial power is a once per encounter move action that simply says you fly 8 squares. Drift gently to the ground if you end in the air. And then some paragon paths for them extend it to an at-will ability.

The important thing about it is, even if you have it at-will, you're forced to land between jumps, so you're not completely impossible to hit for certain foes.

Hold Breath: You need to make Endurance rolls to hold your breath per minute, rather than per round.
Claws: You may use your claws as melee weapons with a +2 proficiency bonus, and 1d6 damage. (feats improved)

You don't HAVE to make the Claws integral as weapons. Look at Gnolls; they take a feat to use them as weapons. That also frees up room for more lizardfolk abilities.

I would actually go with

Lose the bluff double roll, harpies are better at intimidating than bluffing. (Yes I noticed the +2 racial intimidate mod, but they really don't need this).

The +1 Fort and pseduo-fly power are good enough by themselves and the Flock Effect is somewhat of a stretch. Only kenku have that in 4.0 (and that's actually justified, since ravens/crows are extremely intelligent and good at cooperating).

I added the Bluff roll because of the Harpy's Alluring Song from the statblock; they're basically land-based Sirens/silver-tongued liars. They can also scare the living shit out of people, hence the +2 intimidate.

Except Flock Effect already is in game as a Kenku racial. The trade off, as far as I can tell, is that Kenku don't get an active racial.

That said, this shit is incredibly overpowered.
