It is also arguable that the units are not always balanced, but the nations are. So a Patrol vessel from one nation might not be balanced for a stand up fight against another, but you shouldn't be using it that way anyway.
Case in point: The germans. They suck frankly for their points cost in terms of firepower, until you realize that because of the optics rule, they dominate long range duels.
The British by contrast, have decent firepower, but poor range (relatively). They excel (because of the nearly global radar trait in the fleet) at blasting the shit out of stuff at night, in poor weather, or from behind smoke. If a British fleet pulls you into range, you can't hide (you can run though, Royal Navy is SLOOOOWWW)
