1) Shadowrun. If you absolutely can't stand the magic, then just omit it, and the game still works fine.
2) Modempunk. /tg/ homegrown, total 80's nostalgia porn cyberpunk.
3) Oft-overlooked, but Guardians of Order's "Ex Machina" is a fantastic generic cyberpunk rules-set, and even if you don't use the game's Tri-stat system, it's still pretty much an essential cyberpunk RPG book; I've never seen any other RPG that is as well-informed about the nature of cyberpunk as this one.
