Swooping Hawks are indeed crap, with this current codex. In the previous one however, the Exarch had access to a power called 'Sustained Assault'. For every hit he inflicted in Combat (WS5), he got a free bonus attack. No top-end to it. Eldar players did frequently field Swooping Hawks in 3rd ed, although they were little more than 5-man Exarch Delivery Systems. They regularly would charge this unit into an infantry squad and destroy it in 1 turn of combat, and then consolidate into the next nearest unit.
Marine players bitched the most about Sustained Assault. Notably on GW's old Forums. The Trial Assault Rules were developed to counter this, and put a 'cap' on the potential number of casualties inflicted to a unit based on what was in Base to Base contact and within 2" supporting range. This eventually became known as the 'Kill-Zones' rule for 4th ed.
With the 4th edition codex, Phil Kelly 'fixed' the Sustained Assault nonsense, and attempted (badly) to carve a new 'niche' for the Swooping Hawks.
Fast Forward to 5e, and the same exact players I remember whining about Sustained Assault on Swooping Hawk Exarchs, are now arguing that Blood Talon dreads are 'fair and balanced', and that it's a great rule.
