Tier lists in general aren't very good. I'd recommend picking an army based on what complements her abilities rather than whatever is in her tiers (I don't have the book with me at the moment).

Sloan wants ranged jacks and infantry. Jacks like Defenders, Hunters, Cyclones, and even Chargers are good choices. Infantry like Black 13th, Long Gunners, and even Trenchers (with Deadeye on them) work well. I'd also recommend a journeyman warcaster and squire if you have room, and definitely Reinholt the goblin mercenary.
