It was "special" (and usually non-Chaos playing) people who found its scope "overwhelming".

The two (2) Hainesdex loopholes found by tourney fags - Siren Prince and IW spam - needed "updating", and then everyone but the 'intellectually disadvantaged' would have been fine with the book, but that didn't happen because Jervis.
"Streamlined" was Johnson's cunnin' plan for a new codex template - replace the catch-all Armoury with individual Options for each unit; separate each entry into two parts to condense all of the crunch at the end of the book, etc.
Unfortunately, even though Al and Gav weren't "clear on the concept", some foundry disaster monkey-wrenched production of the new Ork models,so the CSM project was rushed into the release queue while the Ork model hiccup was fixed. Their release dates were effectively swapped because the CSM models were already 100% and ready to ship. The support documantation?
