What's this 'father' shit you're talking?
He didn't raise them. He didn't clean them. he didn't feed them. He didn't teach them. he didn't even train them. He grew them in a lab, shot them into space, let other people and cultures shape them, popped up a century later and said 'you belong to me', armed them up then sent them BACK out into the universe to conquer some more. There is no fatherhood in this at all.
I have no doubt he came to love them 'as a father' in the same way a unit commander comes to feel for his men, but that has nothing whatsoever to do with his 'being a father' to the primarchs.
Anon is right, the only children he raised are the Sensei, and even that was only the first generation Sensei. Although I can see there being some GW fluff at some point about the Emperor visiting the Sensei of all generations via the warp, but that's another post.
