They' come in either under mercenary cored army (one i'm going for except with a mix of international soldiers like brits with SLRs) where you have 1 or two professional units (a unit being between 3 and 20 bases, if not basing guys together or using magnetic strips to put individuals on the right base size, thats 3 guys a base with smallarms, 2 on anything else like RPG or HMG) backed up by militia and possibly a unit of regulars. That'/s just the quality rating, you could have militia tanks and professional infantry for example.
Oh, big point I should have made earlier: armies are defined by being 5 units, these units can be a mix of types such as infantry and towed guns, or technicals and tanks, but the division into 5 groups is important for gameplay, particularly reserves and events.
Right, and the other army they'd be is Western Intervention army, which has very high quality units, but has a slightly lower points limit and has to take a 'liability unit', being some vulnerable convoys and such to compensate for being well trained and equipped.
