Anyway.

The cerebral cortex is not connected to the spinal cord till GW19, which is about month 4 on this scale. It's hard to make any sort of voluntary movement without this part of neurological meatware.

Additionally, the wiring between the thalamus and the cortical plate starts forming at around GW8. Connection occurs over the timespan from GW9 to GW11, however the current belief is that the relevant layer of the cortex and cortical plate are not fully developed even at this time, and it is after the first trimester that there is actually sufficient neurological hardware to enable processing sensory input.
