If you're good at hiding and the percentages are cumulative, vector manipulation without question. In 13 years, your time limit will exceed the span of one month (basically meaning permanent vector manipulation ability) and your operating distance will be 1,924 centimeters, or a little over 19 kilometers. Telekinetic and Physical Exertion are both force vectors, so they'd be useless against this person.
But, can you hide that long while the guy with super strength immediately goes on a rampage of epic proportions across the world looking for the other two currently-useless power wielders? Also, if the percentages are not cumulative, the strength guy's going to easily outstrip the other two (for example, the vector manipulation would only last 16 seconds after 13 years, not over a month).
