ITT : We create a 3.5 D&D campaign.

I'll start by nailing out the basic starting area....

The PCs are level 1. They are in a village. The village is spooky. The spooky village is rumored to contain ghosts. The inhabitants of the spooky village are all very morose, and they always speak in monotone. It rains a lot in the village, and very few traders come through. The houses are all falling apart.
