I've seen a number of sellers with Italy-specific addendums to their policies. Usually it's just "Sorry, Italy." But at least once I've seen "If you live in Italy, I will ship to you with the understanding that under absolutely no conditions will you get any kind of refund for merchandise, shipping or anything else. Sorry, Italy."
All you have to do is google "ebay shipping to Italy" (I'm lookin' at you,
>>2310260, it's obviously not just toys) . There seems to be plenty of conjecture and folklore (at least among ebay sellers) as to why Italy is a black hole, but what it all boils down to is hassle and paypal-dispute-chargeback hell for newbie merchants and Italy-specific policies for the rest.

Also related: I remember speaking to a gent who studied in Italy for a while, and he learned the trick that if you wanted to send mail with a better chance of being received than not, you go to a post box somewhere in the Vatican and send it from there. Bullshit? *shrug*
