The design change wasn't just a design change. It's literally Zero's first body. It's the same design in Maverick Hunter X; had it been an aesthetic choice, they would have just retconned him as starting in the redesign.
The boxier version you're familiar with (X2 on up) is actually noted in-canon as being an armored upgrade constructed by Serges.

I was hoping for the X2-X7 Zero design really. Mostly because it's the first actual design you got to play as the original main character before Capcom decided that players wouldn't be comfortable with any other character than a Megaman. Still gonna get it though, as it's pure joygasm to get a Zero this fucking awesome. Still need to get X also. And they need to make a Vile. And Magma Dragoon.

He's not just saying "I don't like it." He's saying the makers did something WRONG, and implied that they don't know what they're doing. That is pretty damn arrogant.
More than that, he mentions how he doesn't want to "have to" fill seams or replace the "terrible" face. So, not only did the makers screw something up, but they did it so badly that he needs to "fix" their "mistakes", even though those "mistakes" aren't necessarily mistakes at all.

This is a pretty sweet design. Never really played any X series games before X4, but I'm digging this. Always thought Zero looked too bulky with the square pauldrons and a little bit over-designed when compared to X. This earlier design makes Zero appear sleeker and more agile, and hopefully his Z-Saber would still be included, because it would really go well with this look.
