Next time you see one doing it, tell 'em that they can't do that unless they plan on buying the pack. Just say it's store policy. They'll ignore it 40% of the time, but the remaining 60%, they'll either cut it out or actually buy the packs (meaning less mess or more product moved). Either way, it never hurts to try.
