Some dishonest managers (this is usually at Wal-Mart stores) who've been thoroughly brainwashed into trying to make every little sale will seal the item back up and put it right back on the shelf, damaged and all. If you see this happening in your area, call the District or Regional Manager and let them know what's happening.
At the retail chain I work at, anything that's damaged, or that has packaging damaged enough to not be able to sell, will simply be written off and thrown away. Same as when the item has been shelf-warming for so long that's gone down to one cent in price. Just have to toss it...
As for return policies, no matter what is stated on your receipt or on store signs, larger chains (Wal-Mart, Target) will accept pretty much any return with a receipt, and will almost always do an exchange for items with no receipt; Regardless of item condition, lacking it's package or even components. These larger chains are so obsessed with customer satisfaction that they'll gladly take it up the ass to appease some jerk off who may possibly be running some scam. All you have to do is push the slightest bit and they'll bend over for you. I've seen crooks make small fortunes scamming a store's return policy. It's sad, but that's the way it works.
