I think it's actually a nice touch to give a small montage of the character on the packaging. It's no comic book but it's still a viable way to add a little flair to a toy's packaging. Just because "a toy should be able to sell itself" does NOT give an excuse to slouch on the look of the package. Some people (like me) like to save the card backing or neat little pieces of the package like that strip of pictures or, dare I say it, keep the toys in the package (not me btw, I like to play with my toys).
