Can this TF move its legs forward...at all?

Or can you choose to not move the crotch/waistplate down and be able to move the legs forward at the thigh? As is I can't see how you could move them forward at the thigh at all.

Also, can you turn it at the shins, as in, spin them around (to a degree)?
