You see, I'm not from America (I'm from Chile), I'm going to get an Electrical Engineering degree and I would like to move somewhere like California; You know, a liberal place with lots of tech-jobs (Think Silicon Valley) and lots of people.

Climate is not an issue, as long as it has the other conditions.

Ideally, I would like to work in the Bay Area, but thanks to American immigration laws, I doubt that will be happening anytime soon.

Any suggestions?

Australia!
They are basically are California, but more isolated from the rest of the world.
Sydney=Los Angeles
Sydney has the beaches, the bitches, lots of people and jobs, awesome nightlife and whatnot.
The biggest city of Australia.

Melbourne=San Francisco
Melbourne is a lot like San Francisco: Great Climate, liberal people, night life, gays, historic places, over 9000 boats, and it's own version of Silicon Valley, Digital Harbour.

Perth=San Diego
Perth is very laid-back and relaxed. It seems like the place where anyone would like to retire. Surfing is very practiced here too.

I'm not sure where Adelaide, Brisbane and Canberra fit here, but they're nice too.

There are so few abos that you don't really notice them, unless you live in Darwin. The closest thing Australia has to Mexicans is Islanders. With out the Islander and Kiwis Australia would have no factory workers, hospitality workers, delivery drivers, and wharfies because we are all to lazy to do those jobs.

That being said the only think Australia has in relation with cali is its climate. As a whole we are not as liberal is cali, culture wise we are far from similar, our tech industry is reasonable but nothing great (and never will be until we fix our internets).

Toronto
Chicago/NYC of Canada. The people are crazy, the buildings are tall and weird, and the jobs are plenty.

Waterloo/Ottawa
Silicon Valley North, but lately has been losing this position because of Toronto. You should go to the University of Waterloo for your degree, as it is considered "The MIT of the North"

Vancouver is like San Francisco, but colder and just as expensive (Ex., with the price of a house here, you could buy 2 in Toronto, 3 in Calgary and an entire street in Winnipeg).
It's more of a resort city rather than a work oriented city I.m.o.

Eh, Houston? Extreme Climate, economy growth because of oil, and conservative crazy people.

Just out of interest, which American city would Montreal be like if one completely discounted the French predominance? Reason I ask is that I'm fluent in French as well as English and it seems a viable option for me as a place to live.

OP, why would you want to leave Chile when you can get food, jobs, and money there? Chile is the best country in South America (according to HDI). Also California is an overpriced shithole with rude and arrogant people. Don't move there when there's no need to.

And like three years runniing the most exspensive parking in north america, even more then new york city.

Calgary is nice. Beautiful nature. Vancover is nice. beautiful nature. montreal is nice. Lots of posituves for this city.

While the cost of living/salary ratio in Chile (And Mexico/Argentina too for that matter) is excellent, it's not enough for me.

I would like to earn more to save more.

California's economy is in the shitter. I'd look into other states personally. Then again, you got a good degree, so you will most likely be OK.
I'd look all around the US, and when you find a job, then head over. Don't keep CA as the only option though. There are other states that are good.
