What happens is some countries have this great idea like, "Hey, let's tack on $1 on every flight and that's going to go to help poverty in this country. The tourists can pay for it." Part of the reason they have to do this in the first place is because they've been embezzling the tax money for so many years and the country is in a shit state. They end up embezzling all the extra revenue from their "tourist taxes" as well, so the cycle continues. To compensate, they devise another tax like fixing the roads or something and add on another $1-5 to the flight. After 20 or so years of doing this, guess what happens.
