I want to learn Dutch so I can live in The Netherlands, because I rather like the country. However, I have two questions;

1) What is the fastest way to learn Dutch without living there?
2) If I went there whilst not being fluent in Dutch, how easy would it be to communicate? And how easily would a person pick up a language just by living around people who speak it constantly?
