Looking for a movie, /tv/.

It starred some blonde who was called Sookie in the movie, and her brother. There's a scene where they talk and throw water-filled balloons at people from a tall building. Ages since I watched it so I don't remember much more than that.

I remember being fucking intrigued by it. I also remember seeing her tits in one scene. Can anyone help me?
