It's easy to say, "We want a game like the sonic CD opening!" and maybe visually sega could have tried something like that, but the thing is it has no gameplay potential. It's just a lot of highly choreographed actions, and to incorporate that into a game would take away freedom from the player.
And it's super easy to say you want a cartoon like Sonic CD opening" because it was a high budget mini clip probably suitable to air before movies.
But cartoons aren't that well financed, they either have to compromises on movement (sonic X, anime) or visuals (AoStH, SataM (especially the second season)).
And lets face it, you can't build a whole cartoon, not even a short 11 minuter on just constant running, jumping and speed. 1:30 minutes is short enough the audience won't get bored.
