I think what ruins the all-range mode levels in 64 for me is that there was no variety.
The levels were barren flat planes with no/few interesting features, you usually fought only one type of enemy and it was usually just a generic airplane-like craft, and the bosses often sucked, which is weird because the all-range mode bosses at the end of rail shooter levels were usually alright.
It also helped that in Star Fox 2 braking would bring you to an almost complete stop, and you didn't have limited boost.
