Let me see if I got this right. From what you saw it didn't seem like they were putting much effort into the story but rather they were more worried about the 'cool' and the design? The reason I put so much importance into that is because the reason NT was brought in was because they were so eager to put a studio that knew how to tell a story and if they are waiting till after to put the story together then it's a bit off putting. This might sound weird but did you get the impression that they didn't know much about DMC? The director made a coment that they original DMC was all cool and pop culture condenced, what, with the music and the kung fu, but that's nothing like the original DMC, [sounds more like DMC3, actually] it was a Resident Evil game, if anything.

The project is still being supervised by Capcom Japan and slightly tested on the main HQs, Ninja Theory has lots of liberties in the art direction and of course, you can blame the engine on production costs (since they thought it would be easier to work with a better known engine than learning to use MT Framework).
Some of those mechanics like the aiming guns, yes, they were there (no QT events as far as I could see), it first looked like a TPS, if you have played as Jedi in Star Wars Battlefront II you can get the idea.
The thing about the story and the reboot goes like this analogy.
There was the Star Wars Clone Wars Cartoon, you know, it was incredible and we expected a lot of that action on Episode 3, it didn't happen and as you know, Lucas has the final word on what is canon and what's not.
So basically DmC is to Devil May Cry as The Clone Wars GCI is to Clone Wars Cartoon, an overwritting canon.
