She has a valid reason, she loves him too. that's kinda obvious what with all the flirting she did.
Him though? besides saying that he's falling in love with both girls, he doesn't really go beyond that with Misha.
Which really if you WANTED to do the whole Act 3 struggle, is what Learning to Read should have been about.
Hisao is learning Sign Language to get closer to Shizune, Misha is teaching him, as she teaches him they grow closer.
She falls asleep for Tanabata. have SHIZUNE confess to Hisao for Tanabata, thus her starting the relationship
Here we've set up Act 3's main conflict. Lasting feelings from Misha and Hisao, meanwhile the question hangs "What if Misha confessed first?"
You can leave in all the stuff about Misha loving Shizune as well, it makes it more dramatic, because you have a lover TWICE scorned, one time she confessed and was rejected, the second time she didn't get a chance to confess, and her second love was taken by her first love.
Then have her fight with Shizune, wind up outside Hisao's room and try to seduce him.
It just seems really dumb that Shizune is having re-emerging issues because "The girl who turned me down two years ago got herself a boyfriend" Where as "The girl who turned me down two years ago is now with the boy I was growing close to" gives her plenty of reasons to avoid BOTH of them (Misha really should only be dodging Shizune and not Hisao like she does)
It would also give Misha an extra part too her own motivations. Does she blame Shizune for beating her to the punch, Hisao for not waiting for her to confess, or herself for not confessing fast enough. Also she's the one who taught Hisao sign language, so she's the one who even made it possible for Shizune to confess directly.
Misha becomes the architect to her who heart ache, thus fueling the fires of the third act.
