It's a 2D game, and its main focus is building a space pirate base (to defeat Samus!) and researching technology (to defeat Samus!).
It'll be an RTS, a bit like Cortex Command. There are two modes that you switch between while playing: one where the game pauses and you can set up queues for the space pirates as well as placing buildings and such, and the other where you watch the events of the game fold out based on what you set up.
In this second mode, you watch several hunters and eventually Samus attempt to infiltrate your base, kill Ridley and Mother Brain (again) and tackle any obstacles and creations you've researched.
Basically, it'd be like a map editor with RTS elements for Super Metroid, and then an AI attempts to have Samus navigate it.
Of course, the whole style would be appropriate for /v/'s image of Space Pirates.
