The Capital Forces represent God and the districts represent normal people. Due to a complete non-presence from God, the normals revolt. As punishment God unleashes the plague, which in this case is represented by losing a kid. I kind of see what they're going with but it still comes off as stupid they're fucking teenagers. If anything, half the parents will be glad to see them gone.
Here's how I'd do it-
Massive world overpopulation; think China on a global scale. As such, families need special permission before they may bear children. Any unallowed births are to be given up to the government immediately. So one or two kids manage to go unnoticed for a while until they're finally found. Orders are to kill on site and the whole series basically revolves around their adventures and making observations on this new future.
Is it incredibly original or fascinating by any means? Not really but at the very least it makes sense. I can believe this happening and I can understand the motivation from both the main characters and the government big bads. The kids just want to survive in a hostile world while the government wants them dead because god forbid there be a crack in the system.
The Hunger Games fails to show a whole lot of sensible motivation and makes me not want to care.
