Basically, it represents putting up a brick wall on cost overrun, as clearly evidenced by the totally unfinished state of DA2 and TOR (dunno about ME3).
Yea, it ends up being inferior products due to understaffing/underworking, but the low-cost style brings home nothing but profits.
I don't really pay attention to EA that much, but I'm willing to bet they had some kind of management or ownership shakeup in the last year or two.
