It's just fucking lazy from a production stand point. The writers are *lazy*. First of all, they stick so much fucking laughter into each episode (hell, into each *scene*) that they save themselves from having to write enough material to fill the time slot properly. Just fill up that extra time with laughs! Because that works well!
And then the laugh tracks destroy any potential pacing for scenes. I've never understood why people don't realise that.

Line four, punchline
*twice the laughter, actors stand around looking at each other with an "OH, YOU!" expression until the editor decides the scene ends*
It just... destroys any pacing and flow the sequence should have.
