http://youtu.be/SrT7VFxx2oYIn this video, she laments that people think she's dangerous, that if they associate with her, they'll be victims too, etc. She talks about hearing sirens, and how patrol cars just followed her around, if she went somewhere, she thinks they are following her here. She's becoming paranoid thinking that if she went to an area, that residents there are making her afraid on purpose, that those people responsible of the patrol cars are telling the residents to do scare her (sounds like a schizo to me). In 2001, she moved to Yonhee-dong (an area in Seoul, where she probably resides now), and the patrol cars stopped, but she was so afraid to step outside because the cars disappeared so suddenly. She thinks if she steps out, something horrible will happen. So while she's been living in Yonhee, she realized that there had been no patrol cars or sirens in Yonhee or nearby towns, and she said she hasn't heard sirens since moving here. But she said, although Yonhee never had patrol cars before, they are slowly appearing now, although not as much as the other areas.
